Dr. Elena Brineman, USAID

Elena Brineman currently serves as Director of USAID Office of
Military Affairs.  From August 2006-2009 Ms. Brineman served as Senior
Development Advisor to the Peacekeeping and Stability Operations
Institute (PKSOI) and the USAID faculty member at the US Army War
College (USAWC) in Carlisle, Pennsylvania.   Ms. Brineman is a Senior
Foreign Service Officer (rank of Career Minister) with over 30 years
of service with the U.S. Agency for International Development (USAID).
Prior to her assignment to the USAWC in August, 2006, Ms Brineman
served as the USAID Mission Director in the Dominican Republic for six
years.  From 1993 – 1995 she served first as Deputy Mission Director
and from 1995-2000 as USAID Mission Director in Honduras where, among
other things, she managed the USG disaster response to Hurricane Mitch
and the $400 million USG post-disaster reconstruction assistance
program in Honduras.  Ms. Brineman spent most of the 1980s covering
Central America from USAID’s Regional Office for Central America and
Panama in Guatemala.  Ms. Brineman has spent her entire USAID career,
before coming to the USAWC, focused on Latin America, and has spent
over 23 years of her time with USAID stationed in the field.  Ms.
Brineman is a 1993 graduate of the National Defense University and
also has degrees in food and nutrition and biology.
